High risk sex offender expected to live in Winnipeg, warn police

Clay Byron Starr, also known as Clayton Starr, Chad Crate, and Richard Starr, is a 34-year-old high-risk sex offender who will be residing in Winnipeg. Starr was released on October 18 from the Provincial Remand Centre under conditions set by a Peace Bond. Authorities consider him a high risk to re-offend in a sexually violent manner.

Starr has a criminal record that includes convictions for sexual assault with a weapon, aggravated assault, forcible confinement, armed robbery, and breaches of court orders. In one notable incident in 2011, Starr stole a vehicle occupied by a female youth, whom he did not know. He forcibly confined and sexually assaulted her while driving erratically. He also committed robbery during this event, taking another vehicle and fleeing from police in a high-speed chase.

Although Starr has completed some rehabilitation programs, officials still consider him a high risk to commit violent sexual offences. He is subject to a lifetime weapon prohibition order and must adhere to specific conditions as part of his release.
