Assault & Utter Threats – Arrests: R24-25438

Two teens have been charged for the assault of another teen that occurred on May 14, 2024 involving members of Project Surge.

Individuals identified as Surge members are youths who have been identified and linked to numerous occurences involving property crimes, nuisance offences and violent crimes in the City of Winnipeg.

On May 14, officers from the East District began an investigation after receiving the report of a 15-year-old female who had been assaulted in the St. John’s neighbourhood.

The victim reported that during the evening of the 14th, she was in the company of a group of known teens, some of who have been identified as members of Project Surge.

While walking together in the 1100 block of Main Street, she was challenged to a fight by people in the group. The situation escalated to the point of the victim being rendered defenceless as she was repeatedly kicked and punched by one individual.

When the assault was over, the victim continued walking with the group as she feared walking alone in the area. As the group walked through a St. John’s park, a second assault on the victim occurred, where she was repeatedly kicked and punched by the same individual as before. The group made no efforts to stop the assaults and recorded it on their phones.

Eventually, the victim was able to escape, ran to safety, and called for help. In the following days, she received verbal threats over social media.

On June 11, 2024, a 16-year-old male was arrested and charged with the following offences:

  • Assault x 2
  • Utter Threats to Kill

On June 19, 2024, a 15-year-old female was arrested and charged with the following offences:

  • Assault x 2
  • Causing a Disturbance

Both youths were detained in custody.
