Flight from Peace Officer / Impaired – Arrest: C24-195083

On August 21, 2024, at approximately 6:45 p.m., the Winnipeg Police Service received a report regarding the theft of a vehicle (a Dodge Ram truck) from an autobody shop in the Centennial neighbourhood.

On August 22, at approximately 4:30 a.m., General Patrol officers from the Central District observed a female driving the stolen truck at a high rate of speed in the area of Higgins/Henry.

The vehicle continued driving erratically, including down a one-way street in the wrong direction, mounted a sidewalk and rammed a marked police cruiser car when police attempted to stop and contain the vehicle.

As the driver continued to evade police, she drove down an exit ramp of the Health Sciences Center and attempted to break through the closed door. The driver went back and forth from ramming the garage door and then reversing and ramming a cruiser car behind it on the ramp. Eventually, the garage door was breached, and the vehicle sped through the parkade without regard for potential civilians or other parked vehicles.

The vehicle was contained by police, and the lone driver was taken into custody. Nobody was injured during this incident.

A 34-year-old female, Justina Margaret CAMPBELL of Winnipeg, was charged with the following offences and detained in custody:

  • Flight While Pursued by Peace Officer
  • Operation of a Conveyance While Impaired to Any Degree by BAC or Drug or a Combination of Both
  • Fail or Refuse to Comply with Demand
  • Dangerous Operation of a Conveyance
  • Assault a Peace Officer with a Weapon x 2
  • Poss of Scheduled Substance – Methamphetamine
  • Possession of Property Obtained by Crime Over $5000
  • HTA Ignition Interlock Restricted Driver – Drive MV Contrary to Requirements
  • HTA Drive Without Valid Driver’s Licence
