The Chief Financial Officer (CFO) recruitment committee has recommended the appointment of Tracy Graham as the City of Winnipeg’s new CFO.
“I want to thank the recruitment committee for their diligent work in selecting the City’s next CFO,” said Mayor Scott Gillingham. “Tracy Graham brings over twenty-six years of extensive experience in both the public and private sectors. Her leadership roles in consulting, financial management, and risk management, coupled with her strong communication and stakeholder relationship skills, make her an excellent fit for this critical role.”
The CFO recruitment committee consisted of Councillor Jeff Browaty, Councillor Cindy Gilroy, Councillor John Orlikow, and Chief Administrative Officer Michael Jack.

Her proven track record in strategic planning, risk management, and operational efficiency makes her the ideal candidate to navigate the financial landscape of Winnipeg.”
Graham’s professional background includes her recent role as VP Finance and CFO at BRR Logistics Limited, where she successfully transformed the company’s financial infrastructure and led the organization through significant growth and strategic initiatives.
Previously, as Chief Financial Officer at Manitoba Liquor and Lotteries Corporation, Graham helped guide the merger of two crown corporations including unifying separate finance departments, resulting in substantial cost savings and operational efficiencies.
Her career began at Ernst & Young LLP and Arthur Andersen LLP, where she advised large public and private organizations on leading practices in board governance, enterprise risk management, and internal controls. Graham holds a Bachelor of Commerce, Honours from the University of Manitoba, and is a Chartered Accountant.

The appointment will be considered by the Executive Policy Committee on May 22, 2024, and by City Council on May 30, 2024.
