Stolen Vehicle/Drugs – Arrest: C24-101383

On May 7, 2024, at approximately 11:50 p.m., patrolling members of the Winnipeg Police Service’s Central District attempted to initiate a traffic stop at the intersection of Disraeli Freeway and Logan Avenue involving a passenger vehicle they observed being operated by an individual believed to be other than the registered owner.

The lone driver of the vehicle immediately fled from police, and the officers initiated a vehicle follow. With the assistance of Air1, who maintained visual containment, officers located the vehicle abandoned in the 300 block of Ottawa Avenue. With guidance from Air1, who observed the male suspect fleeing from the vehicle in possession of a backpack, officers engaged in a short foot pursuit, resulting in his surrender and arrest.

After a search of the backpack and following a subsequent search of the involved vehicle, officers seized the following property as evidence:

  • A spring-loaded Collapsible Baton
  • Approximately 615 Grams of Methamphetamine (Estimated Street Value: $24,600)
  • Approximately 158 Grams of Fentanyl (Estimated Street Value: $23,500)
  • Approximately 2.5 Grams of Crack Cocaine (Estimated Street Value: $200)
  • Approximately $2,600 in CDN funds
  • Packaging Materials

Through their investigation, officers learned the involved vehicle had been stolen by the suspect but had yet to be reported as such by the registered owner. Officers also confirmed the suspect had been disqualified as a driver and was named in a warrant of arrest for being unlawfully at large.

Jacques Joseph GIRARDIN, 48, of Winnipeg, is charged with the following offences:

  • Flight While being Pursued by Peace Officer
  • Possession of a Weapon
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
  • Theft of Motor Vehicle
  • Drive Suspended/Disqualified
  • Possession of a Scheduled Substance (Cocaine)
  • Possession of a Scheduled Substance for the Purpose of Trafficking x 2 (Methamphetamine/Fentanyl)
  • Possession of Proceeds of Property Obtained by Crime Under $5,000

He was detained in custody.
