High-risk sex offender arrested at library with meth days after release

A high-risk sex offender released from custody last week is back behind bars after allegedly breaching his probation orders.

The Manitoba Integrated High-Risk Sex Offender Unit issued a community notification on January 7, warning the public of the release of 52-year-old Marcel Hank Charlette, who was subject to strict probation conditions.

The release noted that Charlette was considered a high risk to re-offend and that “All men, women, and children are at risk.”

The conditions included a daily curfew and a prohibition on consuming or possessing intoxicating substances.

Just three days after his release, officers conducted a curfew check at Charlette’s court-ordered residence and discovered he was not there, prompting police to request a warrant for his arrest.

On January 11, before the warrant was officially issued, Downtown Foot Patrol officers located Charlette at Winnipeg’s Millennium Library. He was arrested without incident, and officers found a small quantity of methamphetamine on him.

Charlette now faces new charges, including possession of a scheduled substance (methamphetamine) and three counts of failing to comply with his probation order. He has been detained in custody.
