High-risk offender back behind bars

A high-risk offender, who was recently released from jail, is back behind bars.

Marcel Hank Charlette, 52, was arrested at the Millennium Library on Saturday afternoon after missing a curfew check at his court-ordered residence.

During the arrest, officers found he was also carrying methamphetamine – which also violated conditions of his probation order.

Charlette was released from Headingley Correctional Centre on Tuesday, where he was serving a sentence for failing to comply with a release order.

In a previous release, Winnipeg police said Charlette had a lengthy and violent criminal history. He was convicted in 1991 of manslaughter involving a two-year-old child, for which he served a six-year prison sentence. He has also been convicted of aggravated assault, assault causing bodily harm, uttering threats, carrying a concealed weapon and multiple court order breaches.

Charlette was deemed a high risk to re-offend and police warned all men, women, and children were at risk.

He’s charged with possession of a scheduled substance as well as three counts of failing to comply with his probation order.

Charlette was detained in custody.
