Two Winnipeggers previously arrested following an animal cruelty investigation are also facing child pornography charges.

The two suspects — a 55-year-old woman and a 40-year-old man — were in custody from charges laid in October. They were re-arrested and charged with additional offences. The woman faces charges of accessing and possessing child pornography, bestiality, killing or injuring animals, and conspiracy to commit an indictable offence, among others. The man has been charged with uttering threats and compelling bestiality.
Both individuals remain in custody.
On Oct. 11 the Winnipeg Police Service (WPS) announced the arrest of two individuals in connection with an ongoing animal cruelty investigation known as Project Artemis. The investigation began after a report from the Office of the Provincial Veterinarian Animal Welfare, which contained disturbing videos and photographs of animals being tortured and killed. These materials were found to be shared on the dark web.

Both suspects face several charges related to animal cruelty. They were arrested following a search warrant executed at a residence in the Lord Roberts neighbourhood where police seized multiple electronic devices as part of the investigation.
Police said they uncovered hundreds of videos and photographs documenting the abuse and killings of over 75 animals between May 20 and Oct. 7, 2024. The materials were part of an underground network created in June 2024, where individuals were required to submit videos of themselves killing animals in order to gain access.
In addition to the animal cruelty charges, investigators discovered encrypted communications that included plans to harm a child. Police said the devices also contained images of child pornography.
WPS said the investigation has extended beyond Canada, with law enforcement agencies in multiple countries continuing their efforts. Due to the nature of the case, authorities have cautioned the public against taking matters into their own hands, urging patience and trust in the legal process.
“We want to assure the community that investigators and the justice system are handling this matter thoroughly and diligently,” said a spokesperson for the WPS. “Any form of retribution or inappropriate behaviour directed toward those involved will not be tolerated.”
