With most roads in southern Manitoba already closed, Manitoba Transportation and Infrastructure issued an emergency “hazardous road conditions” alert at 12:12 p.m. asking drivers to stay off “all roadways in southern Manitoba.” The alert warned driving that conditions are worsening and visibility is near zero.

The Winnipeg Police Service assisted RCMP with a traffic closure at the South Perimeter and reported that there were dozens of vehicles involved in collisions and serious pile-ups. Police also said to avoid the North Perimeter and South Perimeter at all costs.

In its warning updated late Friday morning, the national forecaster said blizzard conditions were expected to taper off and the sun did come out later in the afternoon. In the wake of this front, Environment Canada said strong northerly winds gusting as high as 90 km/h will give very poor visibility in snow and blowing snow, particularly in the open countryside.

As the blizzard departed, the cold started to sink in and the City of Winnipeg reminded residents to take necessary precautions during periods of extremely cold temperatures.

The following are some winter safety tips to keep in mind:

  • Older adults and very young children should avoid prolonged outdoor exposure.
  • Check on older friends, relatives, and neighbours who live alone.
  • Recognize the symptoms of hypothermia: confusion, shivering, difficulty speaking, sleepiness, stiff muscles. If these symptoms are present, seek immediate medical attention. Severe hypothermia can be life threatening.
  • Bring pets inside and limit the amount of time they spend outside.

Residents should call 9-1-1 immediately if they see someone who needs help or is injured due to extreme cold. When calling 9-1-1, report the person’s location and condition. Whenever possible, remain with the individual until emergency crews arrive.
