High-risk sex offender expected to live in Winnipeg, police warn

Winnipeg police have issued a warning about a convicted sex offender who is considered high risk to re-offend.

Brett Russell Jeffrey Pilch, 59, was released from Stony Mountain Institution on Friday and is expected to reside in Winnipeg.

Pilch has a history of sexual offences primarily targeting young adult women. Despite attending sex offender treatment, he is still considered a high risk to re-offend. Females are at risk of sexual violence and harassment, including stalking and voyeurism. Pilch’s criminal record spans 30 years and includes multiple counts of indecent and harassing phone calls, uttering threats, sexual assault, criminal harassment, assault, failure to comply with probation and theft from mail.

Pilch’s predatory behaviour often involved sexually harassing women with whom he had no prior relationship, typically through threatening phone calls or stalking. His conduct occasionally escalated to direct physical sexual violence. Pilch has repeatedly violated probation conditions, including possessing a cell phone, contacting females under 18, and engaging in relationships without notifying his probation officer. He has also approached unknown women, making sexually harassing comments and following them.

Pilch is subject to several conditions, including reporting to a probation officer, avoiding contact with females under 18 unless approved, attending treatment programs, observing a curfew, and refraining from possessing weapons. He is also prohibited from contacting sex trade workers and attending establishments featuring strippers.

The public is advised that Pilch is considered a high risk to re-offend. This information is provided to help the community take appropriate precautions. Any form of vigilantism or unreasonable conduct towards Pilch will not be tolerated.
