Premier Wab Kinew made the announcement Thursday, highlighting the importance of the upgrade for both environmental protection and economic growth.

“This is one of the largest infrastructure projects in generations,” said Kinew. “In order to build more homes and grow our economy, our government is stepping up to help get this done. We owe it the future generations of Manitobans not only for our economy but to protect Lake Winnipeg.”

Phase two of the NEWPCC upgrade will focus on constructing a new biosolids facility. The facility will improve the storage and treatment of biosolids, a nutrient-rich byproduct from wastewater treatment that can be reused as fertilizer. These upgrades will also support the continued operation of the city’s other wastewater treatment plants and help pave the way for phase three of the project.

With the additional $30 million investment this year, the Manitoba government will provide the City of Winnipeg a total of $46 million for phase two in the 2024-25 fiscal year. The province has now committed a total of $294.1 million for phases one and two of the NEWPCC project.
