A repeat offender who has been in and out of jail since 2012 was released and plans to live in Winnipeg again.

Winnipeg Police issued a public warning regarding Winston George Thomas, a 47-year-old convicted sex offender who is considered a high risk to re-offend in a sexual and/or sexually violent manner against females of all ages, including both adults and children.
Thomas was released from Headingley Correctional Centre on Thursday after serving a 13-month sentence, which was reduced by 118 days for pre-sentence custody. His sentence was for two counts of failing to comply with his probation order, specifically for not adhering to a curfew and for failing to abstain from intoxicants.
Since 2012, Thomas has been in and out of jail more than 15 times for violating release conditions. His criminal history includes numerous sexual and violent offences, as well as multiple breaches of probation and recognizance orders. Although he has participated in some treatment programs, authorities still deem him a high risk to re-offend.
Upon his release, Thomas is expected to reside in Winnipeg. He will be under supervised probation until July 10, 2026, and is subject to a lifetime weapons prohibition order.
