This measure ensures compliance with provincial legislation requiring registered vehicle owners to receive such tickets within specific timelines. A private vendor has been engaged to deliver tickets within Winnipeg, while a separate courier service is handling deliveries to out-of-town addresses.

Provincial rules dictate that photo enforcement tickets must be served within 14 days of an alleged infraction. These rules also consider a ticket served seven days after it is mailed. The use of courier services guarantees that these requirements are met despite the postal disruption.

The cost of using couriers for this purpose remains unclear. Deliveries to addresses outside Winnipeg are expected to incur additional expenses. These costs are necessary to ensure the continued enforcement of traffic safety measures. Payment deadlines for tickets remain unchanged, and parking tickets are also being distributed without interruption. Once regular mail service resumes, final notices, required by legislation, will be sent.

The Canada Post strike began on Nov. 15. The City of Winnipeg said its decision to implement alternative delivery methods underscores its commitment to maintaining traffic enforcement and addressing public concerns about speeding and road safety.
