Developed by the Extreme Weather Response Committee of End Homelessness Winnipeg, the plan outlines crucial steps and resources available to address extreme heat warnings. Key components include coordinated efforts among emergency shelters, community organizations, city departments, health-care providers, and government agencies.
“With hotter summers becoming more frequent, it’s crucial to have a comprehensive plan to ensure the safety of our community during extreme heat,” said Jason Whitford, CEO of End Homelessness Winnipeg. “This plan details how we’ll respond to heat warnings and outlines the support available to individuals experiencing homelessness.”
The plan, co-chaired by Jamil Mahmood, executive director of Main Street Project, focuses on four main actions during Environment and Climate Change Canada’s heat warnings:

Convening of the Extreme Weather Response Committee to coordinate efforts.
Allocation of additional funding to homeless-serving organizations to enhance direct service capabilities.
Provision of water, cooling locations, and pop-up cooling tents by community organizations during extreme heat episodes.
Establishment of hydration stations, community centre cooling spaces, and open city facilities throughout the summer period by the City of Winnipeg.
“Folks experiencing homelessness are particularly vulnerable to extreme weather conditions. This plan ensures swift and coordinated responses to protect their well-being,” Mahmood said. “Our primary goal is to keep everyone safe.”
