The Manitoba Integrated Violent Offender Apprehension Unit (MIVOAU) arrested and extradited a man wanted for a historical homicide case in the United States.

Robert Allen Creter, a 60-year-old resident of Winnipeg, was charged with first-degree murder in connection to the 1997 death of a 23-year-old woman in Bridgewater, New Jersey.
The case, unsolved for 26 years, began when the victim was found deceased in Washington Valley Park. Despite an extensive investigation by the Somerset County Prosecutor’s Office, the trail went cold. Advances in DNA technology brought new developments, leading investigators to revisit the evidence.
In April 2023, a DNA profile submitted to the Combined DNA Index System (CODIS) matched Creter, who had been living in Winnipeg for about two decades. New Jersey prosecutors contacted the Winnipeg Police Service and the RCMP for assistance. Extradition proceedings were initiated to ensure Creter’s return to the United States to face trial.
A warrant for his arrest was issued in May 2024. On June 27, 2024, MIVOAU located and arrested Creter in Winnipeg. He was detained in custody pending his extradition hearing.
On November 26, investigators transported Creter to the James Richardson International Airport. There, he was handed over to members of the U.S. Marshals Service, concluding the extradition process. Creter will now stand trial in New Jersey for the 1997 homicide.
